Returns true once the HTTP response has been committed by a cfflush, i.e. whether output has been flushed to the client. This is the same flag that decides whether cfheader, cfcontent or cflocation can still take effect. Outside a streaming web response (for example under the CLI) nothing is ever committed, so it reports false.
